🌿 December 2025 Update: Where the Residensi HIjauan Pantai Project Really Stands Today

December arrives with mixed emotions for all buyers of Residensi Hijauan Pantai (RHP), hope, anxiety, and a strong desire for clarity. After months of complaints, follow-ups, and internal discussions, we finally have an official written response from KPKT, alongside the latest developments from our buyer community.
This update summarises everything that matters, based on the official letter from KPKT dated 7 November 2025, ongoing buyer communications, and the latest ground situation.
1. KPKT Confirms the Developer Has Not Responded
According to the official letter from the Jabatan Perumahan Negara (JPN), the ministry has repeatedly contacted Impero Land, yet:
“Pihak pemaju masih belum memberikan sebarang maklum balas…”
(KPKT Letter, 7 Nov 2025)
Despite numerous attempts, the developer has not submitted any formal recovery plan. This confirms what buyers have long suspected: Impero no longer has the capacity to continue the project.
This aligns with our verified buyer group updates, where a message relayed from a KPKT officer stated:
“The developer has confirmed that they are unable to continue.”
2. HDA Account Officially Frozen
KPKT also confirmed a major step:
“Jabatan ini telah… membekukan Akaun Pemajuan Perumahan (HDA).”
This freeze prevents the developer from withdrawing funds freely.
It is meant to protect buyers, but it also signals serious financial distress.
3. Project Is Under “Projek Sakit” Monitoring
The government acknowledges RHP as a sick project under active monitoring by:
- KPKT
- Jabatan Wilayah Persekutuan (JWP)
- Relevant agencies
But they also admit the limitations of government intervention for privately-developed RUMAWIP JV projects:
“Kementerian tidak menyalurkan sebarang peruntukan kewangan bagi projek pemaju swasta.”
This means: No automatic government bailout.
4. White Knight Discussion Has Begun – But Slow
Buyers received an update on 24 Nov:
“The developer has confirmed that they are unable to continue.
The department is exploring the possibility of finding a capable white knight.”
This is the first real confirmation that takeover discussions may begin.
However, selecting and appointing a white knight cannot proceed immediately, because under Malaysian law:
✔ The current developer must first be given a deadline to propose recovery
(KPKT has set 31 December 2025)
✔ Only after failure, the project can be officially declared abandoned
✔ Only then can a takeover be activated
This explains why progress feels painfully slow.
5. Buyers Are Growing More Concerned and United
From the verified WhatsApp group, strong themes emerged:
🔸 Many are paying loan instalments with no home in sight
🔸 Some are attempting to claim back deposits
🔸 Some suggest media escalation (TV3, press, viral campaigns)
🔸 Others propose meeting YB Fahmi’s office again
🔸 Many request moratorium / restructuring with banks
🔸 There is real fear that buyers may need to top-up under a new developer
One particularly important concern raised by buyers:
“Actual site progress is 70%, but banks disbursed 80–85% based on architect cert.”
This discrepancy is a major red flag and may be grounds for legal action.
Buyers are increasingly discussing holding architects and banks accountable.
6. KPKT Provides a Way to Request Loan Relief
The official letter states:
Buyers may request:
- loan reduction,
- restructuring,
- temporary relief
through:

This is buyer-initiated, not automatic.
7. Community Action: Buyer Committee Formation
The verified buyer group has now started implementing structured steps:
✔ Step 1 — Report to KPKT
Project listed as Projek Sakit.
✔ Step 2 — Buyer Registry (Ongoing)
Goal: 50% verified buyers for collective representation.
✔ Step 3 — Form Buyer Action Committee (BAC)
To represent all buyers in meetings with government agencies.
✔ Step 4 — Recruit more buyers
(Currently ~100+ verified, need 300–400)
✔ Step 5 — Joint meeting with KPKT + DBKL + MP Office
Planned after BAC is formalised.
Buyers also discussed potential press conferences and public mobilisation if official channels stall.
8. Emotional Reality: What Buyers Are Feeling
Many messages reflected exhaustion, frustration, and fear:
“Kita memang dah jadi mangsa”
“Site no activity more than 6 months already”
“Why must the poor be the ones suffering?”
“We pay loan every month but still got nothing.”
“I feel guilty recommending this project to friends.”
The community spirit, however, remains strong:
“At least we can gang up together.
We will settle this matter.”
“Stay calm, stay united.”
9. What December Means for RHP
🔹 December 2025 is a critical month.
Why?
1️⃣ It is the deadline given to Impero to submit a recovery plan to KPKT.
2️⃣ If they fail, project may be declared abandoned under Akta 118.
3️⃣ Only then can the government legally initiate a takeover process.
4️⃣ This opens doors for a white knight appointment.
5️⃣ Buyer Committee will formalise engagement with authorities.
Buyers should expect more clarity in January 2026, not earlier.
10. Our Path Forward as a Community
✔ Continue registering buyers
(Strength = bargaining power)
✔ Prepare for legal avenues
Architect + bank disbursement discrepancies are serious.
✔ Maintain pressure on authorities
Politely but consistently.
✔ Stay organised through the Buyer Action Committee
✔ Document everything
(photos, letters, progress billing, loan statements)

December is not the finish line, but it is the turning point.
With:
- KPKT monitoring closely,
- Developer acknowledging inability to continue,
- Buyers uniting in verified groups,
- Formal committee forming,
…the foundation for a full rescue is finally taking shape.
